How to use the map

The map shows 495 posts. The full list of all 506 posts is below the map and works without the map as well.

• Filters. Posts can be filtered by type (road or rail border crossing, airport, sea or river port, electronic declaration center, customs post) and by region. The type is derived from the name of the post in the FCS and EEC directories, not from a separate field: the sources contain no such field.
• Search. Search covers the name of the post, its 8-digit code and its address.
• Post card. Clicking a marker opens a card with the name, type, address, parent customs office, the phone number from the FCS directory and the button "Clear cargo at this post".
• Approximate points. For 90 of the 495 posts on the map the card is labelled "approximate location": the exact address could not be matched to a point, so the marker is placed in the settlement. The address in the card is still the full address from the FCS directory.
• Zoom. The map can be zoomed in and moved. At small scales nearby posts are grouped into clusters; posts are densest in Moscow and Moscow Region, Saint Petersburg, Kaliningrad Region, Rostov Region and Primorsky Krai.

Types of customs posts

We derive the type of a post from its name: the EEC classifier and the FCS directory have no separate field for the type or specialisation of a post.

The type "Customs post with no such marker in its name" (347 posts) covers posts whose names mention no border crossing, airport, port or electronic declaration center. Some of them do stand in ports and at border crossings: for 11 such posts the FCS address mentions a port, airport, harbour, bay or border crossing. So as not to assign a post a type that the source does not give it, their label stays neutral — "Customs post".

Moscow Region has the most posts — 33, of which 31 are on the map. It is followed by Primorsky Krai (24 posts, 24 on the map), Rostov Region (23 and 23), Kaliningrad Region (22 and 21), Krasnodar Krai (20 and 19), Moscow (18 and 18) and Saint Petersburg (18 and 18).

Frequently asked questions

How does a border crossing point differ from a customs post inside the country?

A border crossing point is a territory (or water area) within a rail or road station or terminal, a sea or river port, an airport or a military airfield open to international traffic, or another specially designated area of land near the state border, where people, vehicles, cargo, goods and animals are passed across the state border. That is the definition in Article 9 of Law of the Russian Federation No. 4730-I of 01.04.1993 "On the State Border of the Russian Federation".

75 posts name a border crossing directly: 60 road crossings (MAPP, DAPP) and 15 rail crossings (ZhDPP). We list airports (48 posts) and sea ports (18 posts) as separate types, although border crossings operate there too. The remaining 347 posts have no such wording in their names. That does not mean all of them are inland: we go by the name alone, and for 11 of them the address mentions a port, airport, harbour, bay or border crossing.

What is an electronic declaration center?

An electronic declaration center is a customs post: in the FCS and EEC directories such authorities are recorded as "customs post (electronic declaration center)", and the FCS maintains separate lists of them. According to the FCS report for 2018, the electronic declaration centers of the electronic customs offices concentrate the declaring of goods within the regions of the corresponding customs departments; some centers were created at individual customs offices — for example, the Novorossiysk EDC, which concentrates the declaring of goods within the region of the Novorossiysk customs office. The EEC classifier and the FCS directory currently list 17 such posts, and all of them are on the map.

How many customs posts are there in Russia, and which regions have the most?

Russia has 506 customs posts, 504 of them in 86 constituent entities of the Russian Federation. Moscow Region has the most — 33. Next come Primorsky Krai (24), Rostov Region (23), Kaliningrad Region (22), Krasnodar Krai (20), and Moscow and Saint Petersburg (18 each). Two more posts are outside Russia, in the Republic of Abkhazia and the Republic of South Ossetia, and they are not on the map.

Why are some points on the map marked as approximate?

We placed the points using the OpenStreetMap geocoder on the addresses from the FCS directory, and where an address could not be resolved, on the name of the object or the settlement. Sometimes an address cannot be tied to a specific building, for example when it reads "kilometre 35 of the highway" or "within the boundaries of the farm's land". Then the point stands in the settlement, and the card is labelled "approximate location". There are 90 such posts out of 495. For 9 more posts no point could be found at all, so they are only in the list. The address in a card is always the full one from the FCS directory.
