TN VED classification decisions: preparation and support

We help identify the decision relevant to your shipment, assemble technical information and prepare application materials for the customs authority. We support advance decisions for a specific product and decisions for equipment imported in separate components.

TN VED is the EAEU Commodity Nomenclature for Foreign Economic Activity. Start with a product description and the planned shipment arrangements. If you are unsure which route applies, mention this in your enquiry.

What is your task?

Importing equipment in separate components

We review the complete product, how its assemblies relate to the overall technical diagram and the shipment plan. We assess whether the special procedure is applicable and help prepare the information for a classification decision.

Discuss equipment imported in components

Eligibility depends on the goods and the applicable conditions; several consignments alone do not establish eligibility. Article 21 of the EAEU Customs Code distinguishes the two decision routes, and Article 117 provides special rules for declaring components.

Unsure which route to choose? Describe the product and shipment plan and mention that you need help identifying the appropriate route.

What the support includes

Within the agreed scope, we help:

  • identify missing technical information and questions for the manufacturer;
  • prepare the product description, supporting document structure and application explanations;
  • for component shipments, reconcile information about the product's composition and planned consignments;
  • prepare responses to further questions during review;
  • explain the decision received in relation to subsequent customs clearance.

For equipment, we also reconcile components with the technical diagram and identify differences between the specification and shipment plan. If the project changes, we assess the effect on prepared documents.

How we work

  1. You describe the product, available documents and planned shipment.
  2. We review the task, identify gaps and agree the scope of support.
  3. We help prepare the description, supporting documents and explanations.
  4. Within the agreed scope, we support the review process and preparation of responses to further questions.
  5. Once a decision is received, we explain its content in relation to subsequent clearance.

Before submission, we check the authority of the applicant and signatory. Who submits and signs documents is determined within the agreed scope. For difficulties with an electronic enquiry, Russian FCS personal account consulting is available.

Information to prepare

For an advance classification decision

  • The product name, manufacturer and model, if known.
  • Its purpose and operating principle.
  • Relevant characteristics, composition and materials.
  • A list of available technical documents.
  • The classification question or uncertainty.

A technical data sheet, specification, photographs and drawings may be needed later. The set depends on the goods: Article 24 of the EAEU Customs Code requires sufficient information to classify them unambiguously.

For equipment imported in components

  • A description of the complete product.
  • A preliminary list of assemblies.
  • Details of the overall technical diagram and specification available.
  • The planned sequence of shipments.
  • The current stage: preparation, dispatch, arrival or clearance.

These are practical preparation points, not an exhaustive statutory document list.

A brief description and document list are enough for the first enquiry. We will agree how to share specifications and drawings after you contact us.

Fees and timing

Support fees and timing are agreed after reviewing the materials. Preparation by the company and review by the customs authority are separate stages.

The competent customs authority makes the decision. We do not guarantee a particular code, a decision being issued, savings or a completion date in advance.

Frequently asked questions

Can I enquire if I do not know which decision I need?

Yes. Describe the goods and planned shipment. We will start by discussing the task and identifying the relevant preparation route.

Can we start without a complete document set?

You can send the description available and list the materials you have. Preparing the application will require clarification of the information needed to describe the goods and substantiate classification.

Some equipment has already shipped. What should I tell you?

State the current stage, list the assemblies dispatched and describe the documents available. Possible steps depend on the circumstances of the specific shipment.

Who submits and signs the application?

We check the applicant, signatory and their authority before submission. Who performs these actions is determined within the agreed scope of support.
