Short answer: the personal account for foreign trade participants is an official Russian Federal Customs Service resource for electronic interaction with customs. Official customs authority websites provide links to it. To clarify a document, payment or error, first identify the task, organisation and stage reached, then check the guidance for the relevant service.

This guide helps you prepare information and identify the next step. Check screen names, access conditions and document requirements in the current guidance for the service you intend to use.
“Help with the personal account” is a broad request. More useful descriptions include: “I need to understand a message about a document”, “I need to clarify information about a payment”, or “I am preparing to request a classification decision”.
For each task, prepare a short description:
| Point to clarify | Useful information |
|---|---|
| Objective | The information or document you need to obtain |
| Participant | The organisation involved and your role |
| Basis | The goods, payment or enquiry concerned |
| Current stage | What has already been done and which message was received |
| Outstanding question | Exactly what you cannot determine yourself |
This note helps both when working independently and when seeking advice. Do not attach a full set of documents to an initial enquiry if a description is sufficient to explain the task.
Access the portal through the official FCS or customs authority website. Check the current guidance immediately before taking the relevant action. Be particularly careful with older instructions about registration, account verification and electronic signatures.
Check that the guidance concerns the relevant operation and your role. A citizen's enquiry, an application for a government service and work on shipment documents may require different information. For example, the official Central Postal Customs website separately explains the channels for electronic enquiries.
Before signing a document, check who is acting, for which organisation and with what authority. If the selected service's conditions are unclear, clarify them before submitting information.
Documents and messages. Record the document name, the stage reached and the exact message. Distinguish document preparation, submission and the outcome of consideration. Interpret status labels in the context of the particular service: a conclusion based on a short label alone may be wrong.
Payments. Prepare the date, payment document number, payment purpose and a description of the discrepancy. Compare the bank confirmation with the information shown in the portal. A missing entry does not by itself explain the cause: clarify the transaction status before deciding whether to pay again. Provide full payment details only where they are needed to check the transaction.
Goods classification. Understand the procedure before choosing an electronic route. Our guides to TN VED codes and advance classification decisions can help. For equipment arriving in stages, see the separate guide to decisions for goods imported in components. Application content and use of the portal are two parts of preparation that need to be coordinated.
Technical errors. Record the time, the sequence of actions and the error text. Explain separately whether the portal opens, whether you can sign in and which action causes difficulty. This is more useful than assuming that “the portal is down”.
Start by checking the underlying documents and guidance for the chosen service. Then select the appropriate recipient:
| Situation | Next step |
|---|---|
| A document or request is unclear | Prepare the document and questions for advice on the customs matter |
| The status of a specific submitted enquiry is unclear | Collect its identifier, date and confirmations; check how to contact the authority handling it |
| There is a sign-in, signature or submission error | Collect the error text, time, service name and sequence of actions for technical support |
| You need a classification decision | Identify the type of decision and collect the technical product description before preparing the application |
If you do not understand which document is required or what a customs request means, you need advice on the substance of the matter. If the issue concerns access or software operation, contact the relevant technical support service. Customs authorities publish official contact details for the FCS consultation and technical centre.
If the message is technically clear but you are unsure what information is needed for a response, describe the task to a specialist. Russian FCS Personal Account consulting can help review the available information and the next step. You do not need to share a password, one-time codes or the private key of an electronic signature.
It does not replace the customs authority's response to a specific enquiry or change its status in the information system.
An illustrative example, not a real client case:
“We are an importing company. We received a message concerning a document in the Russian FCS Personal Account and want to understand what information to prepare for a response. We have the service name and an anonymised copy of the message.”
A description of the task is enough for the first enquiry. Do not share passwords, one-time codes or electronic signature private keys, and avoid unnecessary personal data.
For an initial discussion, prepare a few sentences about the objective, actions taken and result. Use a screenshot if it helps explain the message. Before sending it, remove personal data, bank details and commercially sensitive information that is unnecessary for the discussion.
Do not share passwords, one-time codes or electronic signature private keys. They are unnecessary for an initial discussion. If documents need to be examined later, agree separately which documents are necessary and how to transfer them.
You can use this template for an initial message:
Objective:
[intended outcome]. Acting as:[role, without unnecessary details]. Service:[name]. Actions taken:[steps]. Result:[exact message without confidential information]. Question:[specific point to clarify].
Use the personal account link for foreign trade participants on the official Central Postal Customs website or another official FCS resource. This helps avoid similarly named third-party websites. The presence of a link does not mean every portal function is available without authentication.
Start with your objective and the basis for the enquiry. Then check the requirements of the appropriate service: these determine the information and documents needed for the particular action.
The instructions may concern an earlier version or a different task. Check the date, source and conditions of use. Do not apply steps to a similar-looking screen without checking.
Keep the available confirmation and establish which stage it represents. Do not automatically treat submission as registration or a favourable decision.
Yes. An initial discussion requires a description of the task and, if needed, an anonymised message. See our FCS personal account consulting service.
Describe the goods, the preparation stage and the intended result. If the task extends beyond using the portal, it can be considered under our customs clearance service. For a first shipment, start with our first-time importer's guide.
