Russia's car recycling fee in 2026: rates, the 160 hp threshold, and the outlook to 2030

Short answer. Why does a powerful crossover now carry a recycling fee (utilsbor) that costs as much as an apartment? Because since December 1, 2025, the concession for individuals on cars with internal combustion engines has applied only up to 160 hp (metric horsepower): an individual importing a new car with an engine of up to 3,000 cm³ and up to 160 hp for personal use, and meeting the conditions of the concession, pays a recycling fee of RUB 3,400, whereas for a Mazda CX-5 with a 2.5 L engine (194 hp) over three years old, the same individual pays RUB 3,501,600. The recycling fee equals a base rate of RUB 20,000 multiplied by a coefficient that depends on the engine type and displacement, power output, the car's age, the purpose of import, and the year of calculation. On January 1, 2027, the commercial coefficients will rise by about 10%, while under the current schedule the reduced rates of RUB 3,400 and RUB 5,200 stay unchanged through 2030.

What is the recycling fee on cars?#

The recycling fee (utilizatsionny sbor, or utilsbor for short) is a mandatory payment charged on every wheeled vehicle, self-propelled machine, and trailer imported into or manufactured in Russia. For passenger cars, the amount of the fee and the procedure for paying it are set by Russian Government Decree No. 1291 of December 26, 2013.

  • The law. The legal basis is Article 24.1 of Federal Law No. 89-FZ of June 24, 1998, “On Production and Consumption Waste”. That article was introduced by Federal Law No. 128-FZ of July 28, 2012, and the fee has been charged since September 1, 2012.
  • The decrees. Rates and the payment procedure are set by two Russian Government decrees: No. 1291 of December 26, 2013, for wheeled vehicles (chassis) and their trailers, and No. 81 of February 6, 2016, for self-propelled machinery (tractors, special-purpose machinery) and their trailers.
  • The stated purpose. Under the law, the fee is paid “to ensure environmental safety, including to protect human health and the environment from the harmful effects of vehicle operation”. In setting the amount of the fee, the law takes into account the year of manufacture, weight, and other physical characteristics of the vehicle that affect the cost of handling its waste once it has lost its consumer properties.
  • Where the money goes. There is no dedicated recycling fund: the recycling fee is credited to the federal budget in full (100%).
  • Who is exempt. The law exempts, in particular, cars imported as personal property by participants in the State Program for the Voluntary Resettlement of Compatriots, refugees, and forced migrants; cars of diplomatic missions, consular posts, and international organizations; vehicles placed under the customs procedure for temporary import; and cars manufactured 30 or more years ago, provided they are not used for commercial purposes, have their original engine and body, and have been preserved or restored to original condition.

How is the recycling fee calculated?#

The recycling fee equals the base rate multiplied by the coefficient set for the relevant entry in the list approved by Russian Government Decree No. 1291 of December 26, 2013. For passenger cars of category M1, the base rate is RUB 20,000; for trucks, buses, chassis, and category O4 trailers, it is RUB 150,000.

The base rate for passenger cars has not changed since 2013, so all the action is in the coefficient. The coefficient for a passenger car is determined by six parameters:

  1. Powertrain type: internal combustion engine (ICE); electric vehicle (EV) or series hybrid; other hybrid.
  2. ICE displacement: up to 1,000 cm³; over 1,000 and up to 2,000 cm³; over 2,000 and up to 3,000 cm³; over 3,000 and up to 3,500 cm³; over 3,500 cm³.
  3. Power in kilowatts — since December 1, 2025.
  4. Age: “new” (no more than 3 years from the date of manufacture) or over 3 years old. If the date of manufacture is not confirmed by documents, the year is determined from the VIN, and the three-year period is counted from July 1 of the year of manufacture.
  5. Who imports the car and why: cars manufactured in Russia, or imported by a legal entity, an individual entrepreneur, or an individual importing not for personal use — commercial coefficients; an individual importing for personal use who meets the conditions — reduced coefficients.
  6. Year of calculation: the coefficients are set out year by year from 2024 to “2030 and beyond”. On import, the base rate and coefficient that apply are those in effect on the day the customs declaration is registered or, if the car is not declared in Russia (for example, when it is imported from EAEU countries) or is sold less than 12 months after a concessional import, on the day the recycling fee calculation is filed with customs.

Does the recycling fee depend on the car's price? As a rule, no. An exception has applied since April 1, 2024: for a car released for internal consumption in the EAEU at the rates of the Common Customs Tariff (CCT), adjustments for customs duty, VAT, and excise tax are added to the fee, with the duty and VAT recalculated from the lower bound of the model's average price in the list published by the Ministry of Industry and Trade (Minpromtorg).

How much does an individual pay for a car up to 160 hp?#

An individual importing an ICE car of up to 160 hp and up to 3,000 cm³ for personal use pays a recycling fee of RUB 3,400 for a car up to 3 years old and RUB 5,200 for a car over 3 years old, provided all the conditions of the concession are met. These are coefficients of 0.17 and 0.26 applied to the RUB 20,000 base rate; under the current schedule of Russian Government Decree No. 1291, they are the same for every year from 2025 to “2030 and beyond”.

Vehicle requirements:

  • ICE car: power not exceeding 117.68 kW (160 hp) and displacement not exceeding 3,000 cm³. Above 3,000 cm³ there is no concession at any power: for example, for a new car with a displacement of over 3,000 and up to 3,500 cm³ the fee in 2026 is RUB 2,584,000 (coefficient 129.2).
  • Electric vehicle or series hybrid: maximum 30-minute power of the electric motor (combined, if there are several motors) not exceeding 58.84 kW (80 hp).
  • Other hybrid (parallel or series-parallel, including plug-in hybrids, unless it is a series hybrid): power is counted as the sum of the ICE power and the 30-minute power of the electric motor, and the threshold is the same 117.68 kW and 3,000 cm³ as for ICE cars.

Import requirements — note 7 to the list; all conditions must be met simultaneously:

  1. In the recycling fee calculation, the payer stated that the car is intended for personal use.
  2. The car is registered in the payer's name within 12 months of the date the customs receipt order (TPO) was issued.
  3. One of the following conditions is met:
    • customs duties and taxes were paid at unified rates or as an aggregate customs payment under Chapter 37 of the EAEU Customs Code; if the decision to release the car into free circulation was made by the customs authority of another EAEU country, at least 12 months must pass between the date of release and the filing of the calculation;
    • the car was bought at an auction held by Rosimushchestvo (Federal Agency for State Property Management);
    • the car is imported, exempt from duties, by an individual who has moved to Russia for permanent residence, or by a family member of a participant in the State Program for the Voluntary Resettlement of Compatriots.

One concessional car per 12 months. If an individual imports another car for personal use less than 12 months after the TPO date for the previous one, commercial coefficients apply to the new car. The period is rolling: it is counted from the TPO date, not by calendar year.

Selling within 12 months. Selling is not prohibited. If a car imported under the concession is disposed of (sold, given away, etc.) before 12 months have passed since the TPO date, the recycling fee is revised: the payer pays the difference between the concessional fee and the fee set for imports not for personal use.

Why is 160 hp the key threshold?#

Since December 1, 2025, the reduced coefficients of 0.17 and 0.26 for individuals have been retained only for ICE cars with power not exceeding 117.68 kW (160 hp); above that threshold, an individual pays virtually the same coefficients as a commercial importer (for displacements over 1,000 and up to 3,000 cm³ they are identical). The threshold was introduced by Russian Government Decree No. 1713 of November 1, 2025, signed by Prime Minister Mikhail Mishustin.

  • What applied before. Until December 1, 2025, under the version as amended by Russian Government Decree No. 1255 of September 13, 2024, the reduced rates of RUB 3,400 and RUB 5,200 applied to electric vehicles and to ICE cars with a displacement of up to 3,000 cm³ regardless of power. The reform was first scheduled for November 1, 2025, and then postponed to December 1, 2025.
  • How Minpromtorg explained the threshold. Minister of Industry and Trade Anton Alikhanov told TASS in an interview on September 30, 2025, that cars of up to 160 hp make up more than 80% of Russia's vehicle fleet. According to him, individuals imported about 218,000 cars with more than 160 hp in 2024, and the share of private imports in new-car imports rose from 36% in August 2024 to 72% in August 2025; the minister described this growth as the market moving into a “gray, uncivilized segment”.
  • How the scale works. For ICE cars, power is divided into ranges in kW: up to 51.48 kW (70 hp), then in steps of about 22.06 kW (30 hp) up to 338.33 kW (460 hp), then 338.34–367.75 kW, and 367.76 kW (500 hp) and above. For commercial imports of ICE cars of up to 160 hp, the coefficient does not depend on power.
  • What one range costs. Exceeding a range boundary by as little as 0.01 kW moves the car into the next entry in the list. For example, for a new ICE car of over 1,000 and up to 2,000 cm³, moving from the 161.82–183.88 kW range (over 220 and up to 250 hp) to the 183.89–205.94 kW range (over 250 and up to 280 hp) raises the fee from RUB 1,010,400 to RUB 1,142,400.

For comparison: up to 160 hp, provided the conditions of the concession are met — RUB 3,400 and RUB 5,200.

Example: Mazda CX-5 with a 2.5 L engine. According to Mazda UK, this version has a displacement of 2,488 cm³ and 194 hp (143 kW). Until December 1, 2025, an individual clearing it through customs paid a recycling fee of RUB 3,400 (up to 3 years old) or RUB 5,200 (over 3 years old). In 2026, the fee is RUB 2,364,000 and RUB 3,501,600, respectively (the 139.76–161.81 kW entry, coefficients 118.2 and 175.08). For comparison: the base price of this car (194ps AWD Takumi Auto) excluding VAT in Mazda's UK price list is £33,612.50, about RUB 3.82 million at the Bank of Russia rate; the recycling fee on a new one comes to about 62% of that amount.

How is the recycling fee calculated for electric vehicles and hybrids?#

For electric vehicles and series hybrids, the maximum 30-minute power of the electric motor is used (combined, if there are several motors), and the concession for individuals applies only up to 58.84 kW (80 hp). For other hybrids, power is the sum of the ICE power and the 30-minute power of the electric motor, and the recycling fee is calculated using the entries for ICE cars, with a threshold of 117.68 kW (160 hp) and a displacement of up to 3,000 cm³.

  • Where the power figure comes from. From the vehicle type approval, the vehicle design safety certificate (SBKTS), the report on the assessment of a vehicle type or of a single vehicle, or the electronic vehicle passport (EPTS).
  • What 30-minute power is. It is the maximum net power that the electric drive system can deliver on average over 30 minutes. According to market participants, Chinese manufacturers usually state peak or maximum power in their documentation and do not give the 30-minute figure; for example, the pages for the Zeekr X, Li L6, and Aito M5 do not list 30-minute power.
  • The “peak × 0.45” practice. According to dealers, since early February 2026, the electronic passport system has been determining the 30-minute power of models not previously tested in Russia or other EAEU countries as peak power × 0.45; where test results exist, they are used. Russian Government Decree No. 1291 contains no such coefficient, and Rosstandart (Federal Agency for Technical Regulation and Metrology) stated that there are no standardization documents on calculating the power of electric vehicles.
  • An example at the 80 hp boundary. Peak power of 175 hp × 0.45 = 78.75 hp (57.92 kW) — the concession still applies: RUB 3,400 for a car up to 3 years old. Peak power of 180 hp × 0.45 = 81 hp (59.58 kW) — no concession: RUB 991,200 for a car up to 3 years old (coefficient 49.56 for 2026). Under this method, the concession holds as long as peak power does not exceed about 130.75 kW (about 177.8 hp): 58.84 kW ÷ 0.45.
  • Examples of Chinese models. The Zeekr X has a 200 kW motor, the Li L6 range-extended hybrid has a combined peak power of 300 kW, and the Aito M5's rear electric motor is rated at 200 kW. Even with the 0.45 multiplier, that is 90–135 kW, above the 58.84 kW threshold. For a new car in 2026, 90 kW falls into the 73.56–95.61 kW entry: RUB 1,317,600 (coefficient 65.88); 135 kW falls into the 117.69–139.75 kW entry: RUB 1,848,000 (92.4). The actual amount depends on the 30-minute power recorded in the specific car's documents.

Recycling fee in 2026: rate table#

In 2026, the recycling fee on a passenger car ranges from RUB 3,400 (the concessional rate for individuals) to RUB 6,885,600 (ICE over 3,500 cm³, 367.76 kW or more, over 3 years old). The table below shows the most common amounts.

How the figures were calculated: RUB 20,000 × the coefficient in the “2026” column of Section I of the list approved by Russian Government Decree No. 1291 of December 26, 2013, as amended by Decree No. 1713 of November 1, 2025. The exact amount for a specific car depends on the power and displacement stated in its documents, its age, and the date on which the coefficient is determined (the day the customs declaration is registered or the day the recycling fee calculation is filed). For cars cleared in other EAEU countries under a goods declaration, adjustments calculated using the formula УС = УСед + Ктп + Кндс + Ка are added to the amount.

Worked examples: Audi Q3, Geely Monjaro, and a sedan imported by a company#

The recycling fee for a specific car is calculated in three steps: find the entry in the list under Russian Government Decree No. 1291 that matches the engine type, displacement, power, and age; take the coefficient for the year in which the calculation date falls; and multiply it by RUB 20,000. Below are three calculations at 2026 rates.

Example 1. An individual imports an Audi Q3 for personal use: 35 TFSI or 40 TFSI. It is the same crossover, but one version's power is below the 117.68 kW concession threshold and the other's is above it — and the fees differ several-hundredfold.

  • Audi Q3 35 TFSI — Germany, second generation (F3): 1,498 cm³, 110 kW (150 hp), front-wheel drive. The displacement is under 3,000 cm³ and the power does not exceed 117.68 kW, so, provided all the conditions of the concession are met, the applicable entry is in paragraph 4 of Section I of the list — “with an engine displacement of over 1,000 cm³ but not more than 2,000 cm³ and a power of: 95.62 kW or more but not more than 117.68 kW”: 20,000 × 0.17 = RUB 3,400 for a car up to 3 years old and 20,000 × 0.26 = RUB 5,200 for a car over 3 years old.
  • Audi Q3 40 TFSI — USA, the same second generation (F3): 1,984 cm³, 184 hp by the SAE method, quattro. Audi of America publishes power only in SAE horsepower, while Russian documents require kilowatts: 184 SAE hp is 137.2 kW, which is about 186 metric hp, not 184. At 137.2 kW the car is above the threshold, so there is no concession: the entry is “117.69 kW or more but not more than 139.75 kW” (over 160 and up to 190 hp), 20,000 × 45 = RUB 900,000 for a car up to 3 years old and 20,000 × 74.64 = RUB 1,492,800 for a car over 3 years old. In the US, this version was sold through the 2024 model year; from the 2025 model year, only the 45 TFSI remained in the lineup, so in 2026 such cars are more likely to fall into the “over 3 years old” category. For a legal entity, the amount is the same: for displacements over 1,000 cm³ and power above 117.68 kW, the coefficients of paragraph 4 (individual, personal use) and paragraph 2 (legal entity, individual entrepreneur, import not for personal use) are identical.

The difference between the two versions is RUB 896,600 for cars up to 3 years old and RUB 1,487,600 for cars over 3 years old.

The entry in the list is determined by the power in kilowatts stated in the specific car's documents, not by the badge on the tailgate: the same 40 TFSI badge means 140 kW (190 hp) in Germany and the UK and 132 kW in Australia; and 140 kW already falls into the next entry, 139.76–161.81 kW: RUB 952,800 for a car up to 3 years old and RUB 1,584,000 for a car over 3 years old.

Example 2. An individual imports a Geely Monjaro 2.0T up to 3 years old. The engine displaces 1,969 cm³ and produces 238 hp (about 175 kW). The power exceeds 160 hp, so there is no concession. The entry is “over 1,000 and up to 2,000 cm³, 161.82–183.88 kW,” coefficient 50.52: 20,000 × 50.52 = RUB 1,010,400. That is about 297 times the reduced RUB 3,400 for a car of the same age. If the Monjaro is over 3 years old, the fee is RUB 1,677,600 (coefficient 83.88).

Example 3. A legal entity imports a new sedan with a 1.6 L engine (1,598 cm³). The reduced coefficients of 0.17 and 0.26 are available only to individuals importing a car for personal use. The amount depends on power:

  • up to 117.68 kW (160 hp): 20,000 × 40.04 = RUB 800,800;
  • 117.69–139.75 kW (over 160 and up to 190 hp): 20,000 × 45 = RUB 900,000;
  • 139.76–161.81 kW (over 190 and up to 220 hp): 20,000 × 47.64 = RUB 952,800.

In addition to the recycling fee, the legal entity pays import customs duty, an excise tax that depends on power, and 22% VAT.

How will the recycling fee grow through 2030?#

Under the current schedule of Russian Government Decree No. 1291, the commercial coefficients for passenger cars rise on January 1 of each year: for ICE cars, by 20% in 2025 and 2026; for all passenger cars, by about 10% a year from 2027 to 2030; the schedule contains no increases after 2030. The reduced coefficients for individuals, 0.17 and 0.26, are the same for all years.

  • What January 1, 2027, will add. The increase in the commercial fee for passenger cars ranges from RUB 29,800 (ICE up to 1,000 cm³, up to 160 hp, up to 3 years old) to RUB 688,600 (ICE over 3,500 cm³, 367.76 kW or more, over 3 years old).
  • Where “10–20%” comes from. The government spoke of indexation “by 10–20% from January 1 of each subsequent year” when it approved Decree No. 1255 of September 13, 2024. For ICE passenger cars, this means +20% in 2025 and 2026 and about +10% in 2027–2030.
  • Is there a decision to freeze the fee? Not yet: the most recent amendment to Decree No. 1291 is Russian Government Decree No. 89 of February 6, 2026, and it concerns only the payment deadlines for the largest manufacturers. There are proposals, but they are not law: on July 20, 2026, LDPR leader Leonid Slutsky proposed freezing the recycling fee until January 1, 2030, and the bill has been sent to the Government for its opinion; bill No. 1221393-8 on exempting certain categories of citizens from the fee was introduced in the State Duma on April 30, 2026, and is pending.

How has the recycling fee changed since 2012?#

The recycling fee has been charged since September 1, 2012; the commercial fee on a new passenger car with an engine of over 1,000 and up to 2,000 cm³ has risen from RUB 26,800 in 2012 to RUB 800,800 in 2026 (for power up to 160 hp). The coefficients for ICE passenger cars were raised in 2016, 2018, 2020, 2023, and 2024; since 2025 they have risen every year on a set schedule, and since December 1, 2025, engine power has been taken into account.

  • The WTO connection. Russia became a member of the World Trade Organization (WTO) on August 22, 2012, and industry media described the recycling fee as a measure that offset the reduction in import duties on cars. The law states no such purpose: it names environmental safety.
  • The WTO dispute. In 2013, the European Union (request of July 9, 2013, dispute DS462) and Japan (request of July 24, 2013, dispute DS463) brought the matter to the WTO, arguing that exempting domestically made cars from the fee discriminated against imports. Since January 1, 2014, Russian manufacturers have also paid the fee.

What about importing cars through the EAEU?#

Since April 1, 2024, the recycling fee on a car released for internal consumption in the EAEU at Common Customs Tariff rates (cleared under a goods declaration) has been calculated using the formula УС = УСед + Ктп + Кндс + Ка, and the Federal Customs Service (FCS) assesses an additional fee if the formula has been applied incorrectly. A Minpromtorg draft that would extend this approach to cars imported by individuals under a TPO has not yet been adopted.

What the formula means (paragraph 5 of the Rules for Collecting the Recycling Fee, approved by Russian Government Decree No. 1291):

  • УСед — the recycling fee under the list (base rate × coefficient).
  • Ктп — the difference between the duty calculated from the lower bound of the model's average price in the Minpromtorg list and the duty under the goods declaration (for unified rates or the aggregate payment — the duty based on engine displacement minus the amount paid).
  • Кндс — the VAT difference, calculated the same way from the lower bound of the average price.
  • Ка — the excise tax difference, calculated from the power stated in the car's documents.
  • Minpromtorg compiles the average price list from FCS data and publishes it at least once a quarter; negative values of Ктп, Кндс, and Ка are treated as zero.

The draft extension of the formula.

  • The draft amendments to Decree No. 1291 (ID 164215 on regulation.gov.ru) were prepared by Minpromtorg; public consultation ran from January 30, 2026, to February 20, 2026, and the summary report gave April 1, 2026, as the expected effective date.
  • Minpromtorg justified the draft by pointing out that, for imports through EAEU countries, “a number of cases of significant understatement of the customs value of a vehicle have been recorded,” as well as schemes to reduce payments, in particular by clearing cars under a TPO instead of a customs declaration.
  • On March 24, 2026, Minpromtorg told Autonews.ru that the draft was going through the approval process and that “the April 1 date is no longer relevant”; on March 31, 2026, the ministry confirmed to Interfax that the effective date would be announced once the procedure was completed.
  • The draft has not yet been adopted: the most recent amendment to Decree No. 1291 is Decree No. 89 of February 6, 2026, on payment deadlines for the largest manufacturers.

Additional assessments by the FCS.

  • On October 30, 2025, the FCS reported that the most common reason for additional assessments on cars from EAEU countries is failure to follow the procedure for applying the calculation formula.
  • On June 29, 2026, the FCS explained that audits are carried out within three years, so in 2026 cars imported in 2023 and later are being audited; the ground for an additional assessment is the use of the reduced personal-use coefficient for what is in fact a commercial import. The agency denies that additional assessments are widespread.
  • According to Autonews.ru on June 22, 2026, the FCS sends top-up payment notices to everyone in the chain of ownership transfers; under the law, a buyer becomes the payer if they bought the car from a person who failed to pay the fee in breach of the established procedure.
  • On December 18, 2025, the Prosecutor General's Office issued a formal notice of violations (predstavlenie) to the head of the FCS: according to the Office, inadequate checking of individuals' calculations led to additional assessments and penalty interest on cars imported from Armenia and Kazakhstan.

Importing from the EAEU for personal use. The recycling fee calculation must be filed no later than the 5th business day from the day the car crosses the Russian border, and in any case no later than the day it is registered. The reduced coefficients for a car released into free circulation by the customs authority of another EAEU country apply only if at least 12 months have passed between the date of release and the filing of the calculation.

Who pays the recycling fee, and how?#

For cars imported into Russia, the recycling fee is collected by the FCS; for cars manufactured in Russia, by the Federal Tax Service. The payer calculates the fee, pays it, and files the calculation with customs together with the supporting documents; after checking them, customs issues a customs receipt order (TPO) and transmits the payment information to the electronic passport system.

  • Who the payer is. The person importing the car; the manufacturer; and a person who bought the car in Russia from someone who failed to pay the fee in breach of the established procedure.
  • Deadlines for filing the calculation. If the car is declared in Russia — together with the customs declaration, before the release decision; if it is not declared in Russia (for example, when imported from EAEU countries) — no later than the 5th business day from the day it crosses the Russian border, and in any case no later than the day of registration. Late payment incurs penalty interest of 1/300 of the Bank of Russia refinancing rate for each calendar day of delay.
  • The TPO. The customs receipt order is generated electronically by a customs officer after checking the calculation and documents; an individual receives it rather than preparing it themselves.
  • Information in the EPTS. The “Administrative information” section of the electronic passport shows the number of the TPO or customs declaration and information on payment of the recycling fee; the “active” status is assigned once the payment information has been received. The amount of the fee and the coefficient are not shown in the EPTS, so the payment record appears even when the reduced rate was paid.
  • Registration with the traffic police (GIBDD). Without an EPTS in “active” status, registration will be refused; since March 1, 2025, a separate ground for refusal has been non-payment of the recycling fee for a car imported by an individual, including when the car changes owners.
  • Selling within 12 months. It is not prohibited, but if a car imported under the concession is disposed of before 12 months have passed since the TPO date, the payer tops up the fee to the “not for personal use” level; a new calculation is filed with customs, and the top-up is paid no later than the day the new owner registers the car. Without the top-up, the payment obligation is considered unfulfilled.
  • Audits within 3 years. If non-payment or underpayment is identified within 3 years of import, customs notifies the payer by registered mail, within 10 business days, of the amount of the fee and penalty interest due; if the payer does not pay within 20 calendar days, the amount is recovered through the courts.

What should you check before buying or importing a car?#

Calculate the recycling fee before the deal, not after: the amount depends on the power and powertrain type stated in the documents, the engine displacement, the age, and the purpose of import, and the range runs from RUB 3,400 to millions of rubles. For a used car that has already been imported from abroad, also check the TPO, the import date, and the resale history.

Checklist:

  • Power in kW according to the documents (type approval, SBKTS, EPTS), not the advertising: the threshold is 117.68 kW (160 hp) for ICE cars and hybrids other than series hybrids, and 58.84 kW (80 hp) of 30-minute power for electric vehicles and series hybrids.
  • ICE displacement: above 3,000 cm³ there is no reduced rate for individuals.
  • Age: “up to 3 years old” or “over 3 years old” is counted from the date of manufacture; without documents, from July 1 of the year of manufacture according to the VIN.
  • Range boundary: exceeding it by even 0.01 kW moves the car to the next entry in the list.
  • Conditions of the concession: “for personal use” stated as the purpose in the calculation, registration in your own name within 12 months of the TPO date, duties paid at unified rates or as an aggregate payment, and no more than one concessional car per 12 months.
  • Import from the EAEU: the calculation is due no later than the 5th business day after crossing the Russian border; for a car released by the customs authority of another EAEU country, the concession applies only if at least 12 months have passed since release.
  • Buying an imported car: an EPTS in “active” status with information on payment of the fee; the TPO number and date; whether a car imported under the concession is being sold within 12 months of the TPO date — without a top-up, the new owner will be refused registration.
  • Additional assessment period: customs may assess an additional recycling fee within 3 years of import.
  • Calculation date: the coefficient is taken as of the day the customs declaration is registered, and for imports without a customs declaration in Russia (for example, from EAEU countries), as of the day the recycling fee calculation is filed; from January 1, 2027, the commercial fee will rise by about 10%.
  • Other payments: for commercial imports — duty, excise tax, and 22% VAT; for an individual importing a car for personal use — the unified rate of duties and taxes.

How much is the 2026 recycling fee for an individual importing a car of up to 160 hp?
RUB 3,400 for a car up to 3 years old and RUB 5,200 for a car over 3 years old. The conditions: import for personal use; an ICE with a displacement of up to 3,000 cm³ and power not exceeding 117.68 kW (or an electric vehicle with 30-minute power not exceeding 58.84 kW); registration of the car in the payer's name within 12 months of the TPO date; and payment of duties at unified rates or as an aggregate customs payment.
How much does an individual pay for a car with more than 160 hp?
Even when importing an ICE car with more than 160 hp for personal use, an individual pays the recycling fee at virtually the same coefficients as a commercial importer: there is no concession. In 2026, for a car of over 160 and up to 190 hp that is up to 3 years old, this is RUB 900,000 for a displacement of over 1,000 and up to 2,000 cm³, RUB 2,306,800 for over 2,000 and up to 3,000 cm³, and RUB 307,200 for up to 1,000 cm³.
Can a car imported at the reduced recycling fee be sold within a year?
Yes, but before the new owner registers the car, the seller must top up the recycling fee to the level set for import not for personal use. In 2026, for an ICE car of over 1,000 and up to 2,000 cm³ and up to 160 hp, the top-up is RUB 797,400 (up to 3 years old) or RUB 1,403,600 (over 3 years old); without the top-up, the new owner will be refused registration.
Does the buyer of a used imported car have to pay the recycling fee?
Not if the fee has been paid in full. If the previous owner failed to pay the fee in breach of the established procedure, the buyer is treated as the payer, and customs may assess an additional fee within 3 years of the car's import.
How will the recycling fee change on January 1, 2027?
The commercial coefficients for passenger cars will rise by about 10%: for example, for a new ICE car of over 1,000 and up to 2,000 cm³ and up to 160 hp, from RUB 800,800 to RUB 880,800. The reduced RUB 3,400 and RUB 5,200 do not change; there is no official decision to freeze the fee so far.
How is the recycling fee calculated for an electric vehicle?
Based on the maximum 30-minute power of the electric motor stated in the car's documents. Up to 58.84 kW (80 hp), an individual importing for personal use pays RUB 3,400 or RUB 5,200; at 58.85–73.55 kW in 2026, the fee is RUB 991,200 (up to 3 years old) or RUB 1,641,600 (over 3 years old).
Does the 160 hp threshold apply to hybrids?
Not to series hybrids: they are subject to the electric vehicle threshold of 58.84 kW (80 hp) of 30-minute power. For other hybrids, power is the sum of the ICE power and the 30-minute power of the electric motor, and the concession applies if that sum does not exceed 117.68 kW (160 hp) and the ICE displacement is up to 3,000 cm³.
Is there a special recycling fee formula for cars from the EAEU?
Yes, since April 1, 2024: for cars released in the EAEU at Common Customs Tariff rates, the recycling fee is calculated using the formula УС = УСед + Ктп + Кндс + Ка. Minpromtorg proposed extending the formula to imports by individuals under a TPO in draft ID 164215, but the draft has not yet been adopted.
Does the recycling fee depend on the car's price?
Usually not: the fee equals the RUB 20,000 base rate multiplied by a coefficient that depends on engine type and displacement, power, age, purpose of import, and year of calculation. The exception is cars released in the EAEU at Common Customs Tariff rates: for them, the difference in duty and VAT, calculated from the lower bound of the model's average price in the Minpromtorg list, is added to the fee.
Where can I check whether the recycling fee has been paid?
In the EPTS: the “Administrative information” section shows the number of the TPO or customs declaration and information on payment of the recycling fee. The EPTS does not show the amount or the rate, so it is worth asking the seller for the TPO itself and checking its date against the date of sale.
